Publishing desktop but not getting desktop icons on Wyse 1200LE

I am testing a Wyse 1200LE terminal and if I publish the desktop, after logging on I don't get the icons that I had Citrix publish to the desktop unless I run Program Neighborhood. Once I run Program Neighborhood, the icons appear on the desktop.

Is this how it is supposed to work, or do I have something goofy. I would rather have the user not have to logon twice, once to the published desktop, then to the Citrix Neighborhood session.
