Publisher 2003 Border Art

I have a small image a want to create a border from that repeats around a page in Publisher. I go to Border Art >> Create Custom >> Select Picture >> Import. I then select the image I want to use and click ok. It says the Publisher cannot open the file ...
I have tried several formats: jpg, gif, png, wmf, eps, tiff
and am unable to open any of them. Is there something I am missing?
