Publisher 2000: Hyperlinks fail when published on www 1

I'm running Windows 98 (v. 4.10.2222A) using Publisher 2000. All hyperlinks work when I test the page and sometimes they work when I publish it to the an ftp. However, about every other time I publish, all hyperlinks stop working, except for the links in the Publisher Wizard Navigation Bar. Other links do not work again until I clear and redefine each hyperlink and publish again.
 
The hyperlinks are relative. Make sure before you publish to the web that all hyperlinks refer to either another page in your publication or valid URLs on the internet (not files located on your hard drive). If you refer to files on your drive, they will become part of the publication but, unless your hyperlinks point to their location after the pub is published to the internet, the hyperlinks immediately die.

That's a little bug that has always irked me. You would think that Publisher would automatically adjust the hyperlinks to reflect the new paths to the files.

Perhaps the reverse is also true....

I understand your reply, but the links that I lose are simply links from one publisher page to another page inside the same site (although, again, not the links which appear in the Wizard Navigation Bar, those always work). When links fail on the I can go back to the copy on my hard drive, hover over a hyperlink to check its target and everything is set correctly. Any other thoughts?
