Currently my clients access my Farm (their apps) through Citrix Program Neighborhood and application set manager. I want to make the applications available to users that do not have the client installed. Is NFuse the only solution?

NFuse is just the webbased version of the PN client.
It still requires a citrix client to be present.

If you do not want anything installed on the client side, your only option is the java client, which loads into the client system memory at startup. Also requires NFuse/WI though
