how should this be configured if IP phones are required both inside and outside

BCM400/ LAN/LAN -> switch ->router -> pvt network -> i2004

this works - there are also IP phones on the other LAN

Is the other LAN (private LAN i'm guessing) accessible from the LAN the BCM lives on? If it's accessible, then I would set LAN 1 as the published address and go that route.

If the "outside" phones are coming from the Internet, then you'd need some type of VPN device provide a private LAN to the remote site.

If you're trying to segment the BCM (LAN 1 feeds business A and LAN 2 feeds business B), then you could enable IP routing on the BCM and route between the two. The S1 IP for the phones connected to LAN2 would still be the LAN 1 IP address, and the phones connected to LAN 2 would need to have the LAN2 IP address of the BCM configured as their default gateway.
