Publish to upfront not highlighted in Enterprise ServerAdministration

hi,
In my enterprise server administration console,publish to upfront and notify functions are not active.
Those functions are inactive.Do I have to do anything in the Configurtion Manager?
Any solutions are welcome.

To have the publish to upfront, you have to secure your PPES server at least
