Publish problem

I am having trouble tring to publish using FP2003,it keeps saying "unable to open http// server at http// does not appear to have sharpoint services installed". But my friend is able to publish to the same address and the hosting isp says they are able to post to it. I have disable my firewall and can't think of what else to try, could it be a permission problem..

Found my Isp was blocking ports
