publish prob-can't get read lock/folder"/" is exe 1

I've recently worked on some new additions for our website which include a number of asp pages(there were none before)and now when I try to publish through Front Page 2000 I first encountered a server error "Could not get read lock for Microsoft Internet Information Server cached info" this was done while publishing updated pages only. Forging blindly ahead I then tried publishing the whole site and recieved a server error "folder "/" is executable you can not publish to an executable folder on this server" this last message is paraphrased as I didn't write it down. I would love to contact our website's administrator however right at the moment I'm it.

A little knowledge is a dangerous thing. I appreciate any help provided.
