Public wlan with ticket access via webpage

Hello!
I've been assigned a task to setup an AP to be public but with a ticketing system to let the users access the internet.

The case is as follows: The local library has got one AP that's up and running with WPA for the users in the office. I want to create a second ESSID with a different V-lan that only got internet access and it has to be unencrypted and you have to get a ticket from the librarydesk with a valid authentication code for surfing.

How do I do that?

You really need to get a wireless system that has a captive web portal/guest manager built-in or purchase a third party solution such as
