public IP address

Our company has 30 public IP address, but we can access only 5. We are running a Novell NetWare Server and BorderManager firewall. We cannot even ping those 25 IP addresses. My network administrator says there's nothing rong in BorderManager. I called Qwest who provided the public IP addresses and he is saying He can't do anything. We called a Cisco guru and he says thare is nothing wrong with router. Does anybody know how to solve the problem? The only other thing I can try is buy new public addresses and ask them to configure. But I can't find a company who does that. Any suggestion will be appreciated.
 
You need to look at your NAT...chances are you have private IP's assigned to public and the router should be aware of this as bordermanager should also have NAT setup if you are requiring this...

The problem was in Boarder manager, and we fixed it.
