Public Folders!

Hey peeps,
We make heavy use of public folders where i work and commonly some people accidentally click a drag folders and effectively move one folder into another without knowing it. So when a more careful user tries to locate the folder it appears gone! these users need to be able to have write access to the folders so is there a way to stop them moving folders???
 
Probably the only way to do this is to remove the "create subfolders" permission on all your existing folders.
