Public folders - The requested operation is forbidden error

Exchange 2000 SP2
OWA through SSL

When I try to access Public folders from Exchange System Manager, I get this error -
The requested operation is forbidden
id no: 1030af1
Exchange System Manager.

I have made the changes suggested in MS article Q313721 but this made made no difference.

Never mind, I've fixed it.

I had installed URLscan using the Exchange 2000 OWA template, this is what caused the problem.

Stopped the

http://WWW service.

Removed .com from urlscan.ini file
(; Deny executables that could run on the server)
Restarted the

http://WWW service.

Can access the public folders in Exchange System Manager.

The clue was in the urlscan.log files.
