Public Folders only syncing one-way

We have 2 exchange servers running in different states. They are connected via a 24/7 cisco VPN, which is very reliable. They are both Windows 2003 domain controllers running Exchange 2003 Standard.

The problem is that a public folder which is configured for a 2-way replication is not replicating properly anymore. Subfolders created on side A are visible on side B, but anything created/updated on side B is not visible on side A.

I can't figure out what changed. There was another admin (no longer with us) that had access to the servers and may have changed something inadvertently (not maliciously).

Any suggestions on what to check on the exchange server, or should I jump into the network level and assume it's the VPN endpoints blocking some port(s)?
