Public folders contact popup instead of personal

Have IP office 2.1 running on Win2k server with Exchange 2003, we have the tapi driver working fine with outlook contacts popup, we want to create a shared contacts folder in the public folders so we can use this for customers so this will popup on all users outlook by default instead of personal contacts, is this possible? if so does anyone know how?
