Public Folders and Forms

Salutations to all. I have 3 exchange servers (5.5, much larger corporate group though) and originally we had public folders turned off. We've decided to make public folders do things like send emails to a particular id that automatically generates a held desk ticket. I've been reading the 5.5 admin guide, but have somehow lost the bubble. Here's the question: If a programmer makes a form (*.oft) and gives it to me on a disk, how to I get it into the right place? I've made the subfolders, I just can't seem to manage forms/public folders at all.
