Public Folder Replication

Has anyone had a problem where Public folder replication seems to stop. I have 2 Exch 2000 servers in different routing groups connected with a RG connector. I've enabled replication logging and the system is writing the replication events to the event log so it is recognising that there is messages to be replicated, however looking at the Message Tracking Centre no replication messages are sent.
