Public Folder permissions

Hello Folks,

User in my company has access to a public folder, the user constantly deletes the public folder.

How can i permission the user to ONLY delete emails in the folder rather than the entire folder?

Set them to be a publishing author.

(Or remove their delete key?). Are they actually deleting the folder or inadverently dragging and dropping it into another one? That's what I usually find happens.
