Public Folder Cann't be expand through System Manager

I had this problem before, on W2K SP3, not SP4. The problem was with URLScan blocking ".com". My domain name is "company.com" and Public Folder management for some reason uses the HTTP Virtual servers, whose full address would contain the string ".com".
