Public Folder as a Group Mailbox - EXCH 2003

I have a group that wants to have several users "share" a public folder. They not only want to use it to receive email (that part I have working), they also want to let the users send email from this public folder without having their own individual mailbox. They plan on accessing the public folder via OWA. Can I set it up so they can actually send email from the PF?

A Public Folder is .. a Folder, and a Folder cannot send as it is not a Mailbox.
