PSTN inbound to Media-Gateway ring straight to voice mail

We have a G350 hanging off of twin S8730's. When another company office (stand-alone PBX) dials extensions on this gateway, the calls route to voice mail. Can the IP-Network-Region be affecting treatment of inbound calls from the PSTN this way?

So the stand alone pbx user dials there 10 digit number and it goes right to vm, does that sound right..?

I would do a List Trace tac on that incoming trunk group to see where the call is going and how its getting to vm.

Sorry to have rattled everyone. It is fixed, but the only change was to Audio Hairpin setting on IP-Network-Region on the inbound gateway.
