PSTN Call Dropping Issue

We have a newly installed site that we have an issue with, when a call is sent out of the local gateway it will ring on the phone at the other end once and then drop the call.

The router we are using as the gateway is: Cisco 1700 IOS Rls 12.3(11)T3.

Here is what we get when we debug the call:

Has anyone experienced this problem before and if so how did you overcoem it?

Called party number is preceeded by a "0". Not sure if this will cause a problem or not but it looks fishy to me. I would expect there would be nothing there, or a "1" there.
