PST

given usr access via security permissions (full control) so that it can be imported (contacts). keep getting usr does not have permissions to access email.pst file and it lists the path.

with full control, made usr the owner, gave usr full from parent to pst file full control, any other suggestions as to what i might be leaving out?

Where are you trying to do this? At the server or the client?

changing permissions at server and trying to import from usr system. I can 2 click them (PST) and it will ask me what program to open with, but in going through the import steps i browse to usrs home folder\email, it says usr does not have access.

There is only one way to import a .pst file at the server level, and that's with Exmerge.
