PSP-X How to add color to portions of B & W picture

Hello members,
I want to color selective portions of a B & W picture. The box my PSP-X came in has a sample picture. The heading is "Selective Coloring ". Picture is B & W and the cap and gloves the girl is wearing are colored red.
I can't find any reference/instructions/tutorials on " Selective Coloring " in the manual or online help.
Any help in doing this would be most appreciated.

The tutorial starts with a colorful image and then most of it is turned into B&W while some details keep the original color.
