Pshop filter - to make look like painting?

What's the best free filter (or method using built-in functions) to make an image in photoshop look like a realistic painting? e.g. to make a photograph look like a realistic Norman Rockwell painting, not too blurry or abstract.
 
There is no magic filter that will do this. If you go to Filters>Artistic>Watercolor and play with the settings, you might get close to what you want.

When in doubt, deny all terms and defnitions.
 
Another option is to use cutout, depending on how comples the image is. Keep levels high, edge simplicity at 0, and edge fidelity high.... then apply watercolor after that..
