Pseries 615 Model 6c3 won't power up?

I have Pseries 615 Model 6c3 server that I'm trying to power up the server for use. Through the serial console, the following codes are displayed:

9022 - Service processor state set to IPL
9101 - Setup load source
90fd - Waiting for IBIST to complete
10117611 U0.1-F1
b0ff - Power-off requested program executing
10117611 U0.1-F1

I have used the service guide to decode the numbers above (definition after the dash), but I still don't understand why the server won't boot up normally. After the codes, it pauses for a while and then return back to the main menu where I can select "System Power Control Menu." I tried several times, it ended up the same way. Any idea what this means?

I have service processor firmware 3F070425; I think it's latest FW.

I found the problem. It was the fan. With the service guide,10117611 U0.1-F1 points to F1 fan. After resitted the fan, it booted successfully.
