PS7 workspace formatting?

I have Adobe Photoshop 7.0 and was wondering if it's possible to rearrange my workspace to have a side bar and shrink the tool bar (see pic)

if it's possible, what and where can I change things?

Not 100% sure what side bar but Window>Workspace might liein your answer.
