PS2 to UART Mouse support

I'm buiding an antique pc for a friend with random parts left over from work, and I've run into a strange problem many of you may have never seen. It's a Pent 100 standard system,(I think the MB is abit) that I'm trying to connect a serial compatible PS2 mouse through an adapter to the serial port that is plugged into UART 1. I know the mouse works, the adapter works, and the the port and cable works (it worked on another board) with everything plugged in 95 says no serial mouse attached, I've checked the bios and it has the correct settings (com1,2f8). when 95 was installed though it installed a serial port but never registered the Mouse was plugged in. after 95 was up I removed the mouse from the device manager and let it auto detect and it came back as ps2 port, so I guess my question is, did MB Manufactures make any bords where the uart port is ps2 only that requires one of those printer/ps2 I/O connectors?
and if not any suggestions?
