after installing camera software my mouse was missing when I re-booted.?
There is no cursor and PS2 mouse port has an exclamation mark against it in device manager.

(I cannot navigate down to mouse with keys )
How can I get the mouse port back please.?

It sounds as though your camera software has stolen the mouse IRQ. Is this Windows XP, what camera and how does it connect (USB or Serial)?

Have you uninstalled the camera software? Has the camera software installed the camera or a camera port in the Device Manager?

I agree with tf1 above, but check your BIOS settings to see if you have a legacy PS/2 setting that needs to be enabled.

I agree to check the bios and enable the ps2 port if disabled. Also you could try a USB mouse and that should work to get you moving around until the problem is fixed if you still care at that point.
