PS 8.0 to 8.9 - upgrade or re-implement

We are currently on v8.0 and need to move to 8.9. We're pretty customized so it may be better to reimplement rather than do a dual-upgrade. Does anyone have any thoughts on this?

I would recommend a total reimplementation. 8.0 to 8.9 is entirely two different animals. The structures are totally different. Fit & Gap analysis would be a starter.
