PS 7.51 - allocations issues

I'm working at a client site, a large insurance company in the Midwest. They implemented PS 7.51 last year but are having trouble getting allocations to run. I'm looking for companies with a similar environment and volume to see if they encountered the same problems, and what they came up with for a solution.

The problem seems to be the volume of transactions. We're using Sybase as the back end, but the problem seems to be in the COBOL allocations module. (A couple of different Sybase and PS consultants have confirmed this.) A PS consultant told us that the volume is not unusual for an insurance company of this size, but the volume is more than PS was built to handle: 30 million rows per year.

I'm fairly new to this project and to PS, but several different workarounds have been tried, with minimal results. We have a contingency plan which should get us through the current year, and we're trying to look down the road for a near-term or long-term solution. As part of the research process, I'm trying to find other, similar companies that have encountered problems with the allocations process, just to get a sense of how they have handled the challenge. Even if you abandoned the PS allocations module and went with a third-party or custom-built solution, that would be good to know.
