proxy solution

We have a proxy which works fine, I want to block a small number of machines in our network from going to a specific site. So I made a redirect in a hosts file and then found that using a proxy bypasses client side dns lookup and uses the proxy for lookup, so that bummed out. Anyone know a reg key or something to get this going?
