Proxy server stopped working if no one is logged on

I've installed anon proxy as a service. However, it will stop working (connection refused) about 5 min after the last person log out. There is no need to restart the service. As soon as someone logs on, the proxy will function as normal.

Is there any Windows setting (not anon proxy) that I need to change?

How is the service configured? Is it set to Automatic or manual start?
