Proxy server sort of stopped working!

We have ms proxy 2 on nt4 server all the users have proxy client. Up to yesterday everything was working fine until we installed Frontpage on the server. Now the users computers get an window that says "you have selected to download..." instead of the web page that they want, in other words the browser is treating all of the requests as if they were executables, giving them the option to download or to open from location. When they click on open for location, the same window pops out. I have checked the settings on the proxy, and they all seem fine (we did not change them, maybe Frontpage?). The socks proxy works fine, they can still get their e-mail at least. The only way I can go around it, is to click on IE>tools>internet Options>connections>lan settings> and unclick use proxy server. This works fine, but we can't go around and change all 50 computers!, and this change does not show where they are surfing in the logs. Besides, how come not using the proxy can get them out on the internet?

not using the proxy can get them out on the net because (probably) you are using a router setup and the router isn't dis-allowing all pc's use of it...
