The proxy server for our network is sitting under another domain. As the administrator I cannot give full internet to my users cause of this problem since some services are attempting to go through the proxy. I wanna be able to use the proxy server without having to become a domain under the one in which the proxy server is sitting for our network. Any suggestions?

Very easy,
set up a one way trust (so the domain where your proxy is in trusts the accounting domain)
If both of the domains are in different subnets, install WINS on both domains...
Now you can set permissions for the users in the other domain...
