Proxy server IP address deletion for XP limited users

I've set up several limited accounts on XP. My Internet access is through a proxy server. When one of the limited users tries to access the Internet, IE quits after about 2 seconds and the proxy IP address has been deleted from the Connections tab in Internet Options. Can anyone help?
 
There are in Win2k GPOs (Group Policy Objects).
Have a win2k server, with AD, put your users in a container with a GPO that will provide to all users via GPO same proxy configuration for IE.
In GPO the path to this setting and more is:
User Configuration / Windows Settings / Internet Explorer maintenance. Gia Betiu
