Proxy Server Access Control via ???

What I was wondering is if or how you could send or update the Proxy Server address and port numbers within Internet Explorer or any other browser thru an Novell login. Example would be someone whom you do and someone whom you donot want internet access. The person whom you do not want access, you could configure their proxy connection to a fake number. Someone whom you do want to have internet access, their proxy connection would get updated when they login incase you make changes overnight...(dynamic)

Is their a command you can add to the group policy for the context or tree or via Zen Works basic, or a script for the login?
I am unaware of any, but I thought I would throw this one out to see what anyone else has done.
