Proxy Server 2.0 on NT Server 4.0

I am trying to open a WEB site in Front page and am getting an error. Which is referring to the Proxy Server. I need to add an Exception. But the example in the error is not where I can find it in "Microsoft Internet Service Manger" on the proxy server.

here is the exact message:

The server couldn't log you on, because its only authentication scheme is NTLM and you are connecting to it via a proxy server. Try adding the server to the Exceptions box in the Tools/Options/Proxy Settings/Advanced dialog, or request the server administrator to enable another authentication scheme.

Under the tools menu that is only on option "Key manager"
and I have examined a lot of other options
I have added ports so I know where to go and what to do but I can't find this particular area in there.
