Proxy Server 2.0 & Clients

I have Small Business Server 4.5 (SP6a) running Proxy 2.0. Whenever someone opens Internet Explorer it tries to download the page, rather than browse it. It also prompts the user for a password, before it tries to download.
Any Ideas or direction is appreciated.

one possibility: Are the users PC's logging into the NT domain? If they are just accessing network resources and are not validated then the password will be requested. Also, although it has been a long time since I have configured proxy in SBS, i believe there is a "wizard" that configures users, and at the end of the wizard it asks if the user should have internet access. Last place is inside the MMC, check permissions on individual services. Good luck!
