proxy running on FAT partition-enable access not working

I have msproxy running on NT4 but on a FAT partition.When i put users (or groups)into the enable access group these users can not get to the web so i have to allow full access(in this case i put the everyone group in the enable access group.)
Is it because the proxy is running on FAT partition or is there any suggestions on how to overcome the problem of giving everyone access and to restrict web access to just users who should have it
