Protecting/Unprotecting A Form

I designed a form in MS Office 2000 for Word. i have text fields, command buttons, radio buttons (etc). I then chose Tools Protect Document. Now I want to make changes. When I go back to Tools Unprotect, it is not enabled. I checked the Security and I checked proerties to see if I selected Read Only by accident. What have I done wrong here?
 
Just to be clear.

You protected the document using Tools > Protect document.

Protected for what? There are three choices: Tracked changes, Comments, and Forms. The one you needed to use was Forms. Just want to confirm.

Did you put a a password?

And now Tools > Protect document is greyed out. Correct?

That is correct. I protected it as a form. And now for some reason I cannot unprotect it. Never happended like that before
