protecting access applications and tables

How can I deliver an access 2000 database (application, queries and tables) to users in a format that shows them the application windows only?
If I build an MDE with bypass disallowed, I can still open with the shift key down, keep it down long enough to change start-up options, then exit and restart with the new option settings.
 
Then you haven't properly disallowed the bypass. If you do this, the shift key will have no effect.

I thought this was the case as well.

The bypass is working, once you open the database with the shift key held down and then release the shift key, the application is secure......

However the allowbypasskey does not read until the shift key is released. So if you keep the shift key held down, you can access the menu (which is available until the shift key is released) through your mouse and change the startup options.
