Protected Word Form Documents

Hi!
My company emails monthly surveys created as a Word Form document. Currently, the document is Password Protected (using Tools | Protect Document) which should allow the user to enter information into the fields ONLY. For the most part, the user has no problem opening, entering and saving the document, but there are a few users who receive a message when they try to open it prompting them for a password or to open it as 'Read Only'.

Does anyone know why only a very few people receive this message? Is it a Word version issue or an additional property that we need to set?

Any help would be greatly appreciated.....
 
Are they somehow opening the template itself, instead of a document created from the template? When they open the document, is it called "whatever.dot" instead of Document2.doc? If they double-click the template from the e-mail, it should open as a document based on the template. If they save the document from the e-mail, it saves as a template. If they then try to open the template, they will run into that message. Not sure if this is the problem, but you might want to check with the users as to how they handle the attachment.
