Prostar 816 KSU

Have a Prostar 816 and a 816 display keyset. How do I know if this thing works? All wires to and from 66 block are cut. Have R/G and B/Y wires from demarc ( 2 incoming lines, both work ). Don't know if phone is good or not ( no lights or dial tone when plugged in to any STN ports. Tried to wire incoming lines to CO1,2 port. All I get when turning on KSU are relays energizing?

wire the phone to the 1st 2 pairs on the 66 block...

All of the wires on the 66 block are cut. I have nothing connected to the incoming lines or the 816 KSU. I assume the incoming lines go to the 66 block and then into the CO ports on the KSU? The phone should go to the 66 block and then into the STN ports on the KSU? Are the RJ11 jacks wired like standard phone jacks or are these special wiring?
