I have to write a proposal for the development of a web site for an architectural group. Can anyone point me in the direction of some guidelines and tips for writing such a document?

I'd start by talking to the group and find out what they expect the website to do for them.
 
If you get the contract, you're essentially going to be going through a complete project management cycle. To even begin a proposal, as franklin said, you will need to first gather requirements and develop a software requirements specification. This document would then allow you to develop an estimate.

Cxone has some great templates to help you structure this process. You could begin here:

Thanks for the info. I'm in the requirements gathering phase, just need a structure for the proposal since I have never written one. I really appreciate your responses.
