Property editor in Delphi 7? 1

I have been looking into making a property editor in Delphi 7, and although I'm finding tons of good tutorials, I have a weird issue with my Delphi. The Delphi unit 'DesignEditors' in the folder 'C:\Program Files\Borland\Delphi7\Source\ToolsAPI\' is using a unit called 'Proxies' which seems to be entirely missing from my computer.

Am I missing something? Is my Delphi 7 broken? Or do I need to install something?
