proper way to define quotas

Hi, I've got some problems with the edquota command. I'd like to know what is the proper way to define quotas for users and groups.
Do I need to do a chfs before running it?
When can I do the quotaon?

I'm kind of new to AIX, so I'll apreciate if you could help me and tell me all the steps.
