Can some link me or explain briefly what this command does?

Does it take the current host, domain, path or what?

Can I use it in HTML or just CSS?

As the site explains, url() is used in conjunction with other CSS qualifiers to point to images or other files.

There's always a better way. The fun is trying to find it!
