Generally combining tables is done using a UNION ALL SQL statement, but that's dependent upon knowing something about the environemnt.

After you join your tables (probably on something like Sewer_ID you should be able to simply creates a formula that adds the 9 numeric fields.

You can then sum that formula to any level of grouping or to the grand total.

I tried doing a sum of the fields but I get an error saying a number field is needed here
Is there a way to make these fields numeric , if that is the problem

sum ({INSMHI.HYCVRS} + {INSMHI.HYFRAMES} + {INSMHI.HYRINGSS} + {INSMHI.HYCONES} + {INSMHI.HYWALLS} + {INSMHI.HYBENCHS} +
{INSMHI.HYCHNLS} + {INSMHI.HYBASES} )

This is where I get the error saying a numeric field is needed
