@PROMPT OBJECT BEHAVING DIFFERENTLY IN WEBI

I created a filter with @prompt.

The syntax is
table.field IN @Prompt('Enter ALL for all Departments or select from list','A','Prompts\Department ID',MULTI,FREE) OR 'ALL' IN @Prompt('Enter ALL for all Departments or select from list','A','Prompts\Department ID',MULTI,FREE).

But when I try to create a new report in WEBI using this object, it displays only the values and doesn't allow to enter any value.

When I refresh the existing BO Reports (User Module) created using this object through WEBI, this prompt allows me to edit.

Any suggestions on this. Please let me know.
