Project Server 2010 Exchange / Outlook Task Synchronization Issue

We are currently in the process of testing Project Server 2010. We have setup the Exchange Synchronization via the instructions found at:

Tasks populate to Outlook without issue, however there is a problem with completed tasks appearing in the Approval Center. The tasks will not populate unless a project (any) is published or the schedule e-mail reminder service is activated.
